Tampa Lynchburg .07 Toronto Norfolk Washington Roanoke 69 Wilminaton 50 Charlottesville Schools To Enroll 15 Negroes By Marvin Garrette Times-Dispatch News Bureau CHARLOTTESVILLE, Oct. 21-City administration and school officials agreed in a special session Sunday to permit 15 Negro pupils admission to Venable and Johnson Filementary Schools. Eleven of the Negro children will be permitted to attend predominantly white Venable. The other four Negroes will be the first of their race to be granted entry to Johnson. Sunday's action followed the announcement by the United States Supreme Court Friday that it had declined to stay an order calling for enrollment of 17 Negro children to the elementary schools.

Student Total Dwindles After an hour-long meeting, Charlottesville authorities agreed to notify the parents of the Negro children in the case and parents of several others who applied for transfers during the summer that their children are eligible to enter the two schools. Because some families have moved out of town, the total number of students involved has been reduced to 15. The Negroes are all attending Jefferson Elementary School, Officials said they would be eligible to transfer immediately. Last month the Fourth Circuit Court of Appeals ruled that the transfer provision of the city's Elementary Assign- Exchange Club Meeting The Exchange Club of Richmond will meet at 12:30 p.m. Tuesday at Hotel John Marshall.

Bates was named acting postmaster. He held the acting status until the Senate confirmed his appointment as A permanent postmaster last July. Mr. Bates said he didn't think he would have ever reached the top job at the Richmond post office if he hadn't known shorthand and typing which he learned at a business school. He was a postal clerk when a need for a male stenographer developed at the main post office and he was given the job.

From then on he was steadily promoted. Richmond Native Mr. Bates, a native of Richmond, lived at 1513 Greycourt ave. His wife is the former Miss Allie Mae Layne of Richmond. There are no children.

He was a member of Henrico Union Lodge No. 130, which he served as worshipful master, and he belonged to other Masonic organizations, including Acca Temple. Mr. Bates was a member of the Ginter Park Methodist church and was a past president of Branch 98, Association of Postal Supervisors, In addition to his wife, he is survived by his father, Hugh Wellford Bates Sr. of the Masonic Home of Virginia, and brother, Wellford Bates of Richmond.

The school board has been acting under the policy that a pupil may transfer from a school in which he is in the racial minority to one in which he would be in the racial major- lity.

'Equal' Plan Used Under this plan, 149. white pupils living in the Jefferson (Negro) Elementary School district were allowed transfer to white schools. Likewise, about 50 Negroes living in predominantly, white districts were granted transfers to all-Negro schools. The school board contends this plan treats both races equally. The board had appealed to the United States Supreme Court to review and reverse the circuit court decision strikling down this phase of its assignment plan.

The high court, however, has not indicated whether it will act on the appeal. At present the Charlottesville schools are integrated to some -Lane High and Venable Elementary, both desegregated in 1959 under a local assignment plan, Five elementary schools are all-white, and two schools are attended exclusively by Negroes. If the parents exercise their right to transfer the additional 15 Negro children, it would bring the total of Negro students at Venable to 31.
